What are the bow measurements please

The neck strap it adjustable. So can fit any neck size. Our 10 year old son wore it but it could of easily fitted my husband's 18in neck.

What material is it and would it fit a 4 year old?

I presume that it is NYLON and it would definitely fit a four year old

How long is the strap please?

Not sure the exact length but I tried my grandson's tie and it fit me. Possibly about 15". It is fully adjustable though and was purchased for a child and fits his 6yr old neck perfectly. I hope this helps.
