Can you use these as a turn signal and brake at the same time? These types of light usually only allow one or the other to be working.

I use these on the ramp of my utility trailer as turn signals and brake lights. Because I've placed them near the top (or end) of the ramp, they provide better visibility to other drivers. So in answer to your inquiry; yes they can be used as brake lights and turn signals simultaneously.

Does the hole i drill for the wires have to be in the center - because the images show it as the lights coming out on one side?

The holes for the wires are not in the center of the light, but on the side close to the screw holes. There is a display location on the picture, you can browse it carefully

I don't see any mention of lumens - makes me think they are not very bright. i want to use for drls. anyone know how many lumens?

Since very few folks have a Lumen tester, I doubt many can honestly answer the question. I can tell you that they are bright. I feel confident in using them as my replacement brake/turn signals lights on my trailer. I don't remember any DOT labels on them so I questioned whether they are truly "legal" but they are bright enough that no one should question them. They are definitely a small enough footprint that I am not going to be replacing them every other year like my old ones when they got backed into or broke in other ways.
