Q: What is the expiration date of these? They are difficult to use if beyond expire date.

I would not use this beyond its expiration date. Smarter to get fresh caulk as old caulk loses adhesion. This stuff is Soooo much better than anything else. But it needs to sit for 6-7 days before exposure to water in the bath or kitchen or paint anywhere else.

Q: I need to seal stainless steel to concrete in an underwater pool setting with chlorine, is this the stuff to use?

I haven't had that kind of use for it, but this caulk seems very durable, and sticks pretty aggressively to everything.
