Q: will a 350 psu be ok?

The 3000g has a TDP of 35watts, this is the maximum power for the processor. With my itx motherboard, a total of 45watts at 100% processor. I have a 90w 12v power supply brick.

Q: Does the heatsink come with thermal paste pre applied?

Yes, my Gigabyte B350 motherboard latest bios let me overclock it as well!
