Is there a recommended wire gauge for this? will it work with 14g lamp cord? Seems like that should be in product details.

Normally it used for 18AWG wire, it will safely work with wire from 20 AWG to 12 AWG

I could not (and would not) use this product on any of ceiling lights in my home. I recommend your contacting an electrician in your area.

Can I use it for a rice cooker

Should be OK if your rice cooker draws less than 12A.
