Can it be used on a flat top stove?

Not sure what you mean by a "flat-top stove" but it works perfectly on a electric ceramic top stove stove. Can't get any flatter than that. It has a slightly thicker bottom and the bottom is perfectly flat.

Is the bottom flat? I am tired of pans that wobble on my glass stove top.

Many pans get warped when people take them off a hot stove and put them directly under cool water in the sink. That extreme temperature change can warp the bottom of many pans. Not sure about this one.

What's the precise diameter of the flat part of the base of this 12“ skillet that is in direct contact with the stove/heat?

The internal flat area is about 10.5", external about 11". There is not a lot of curving on the side, it's pretty much straight up with a rounded edge.
