What is the working dry time and cure time? How soon can it be sanded?

It starts to gel in about 30 minutes. It takes about an hour to cure at room temperature at which time you can start sanding.

How clear is this product when dry? Very clear or does it yellow?

Thank you for your inquiry. The product dries fairly clear, but does yellow very little.

Is the molding reusable?

Yes, the molding bars are reusable. You just put them in hot water to reshape.

Will this work to repair kayaks?

No this will not work. You need a plastic welder like B07MCLRMP1 . Polyvance recommends using LDPE Plastic Rods because the melting point is lower making the repair easier.
