Are these now made in china since westcott/acme bought them?  the description leaves this out and the picture is made too blurry to read.

Technically it is both a genuine C-Thru brand ruler and it is made by Westcott.To provide a better, more accurate answer, here's the story (which can be found in its entirety at https://en.m.wikipedia.org/wiki/C-Thru_Ruler):   "The C-Thru Ruler Company was     formed in 1939...by Jennie R. Zachs,     a schoolteacher, who saw the need for    transparent measuring tools...the     company developed a strong     reputation for high quality measuring     devices...   "During the 1990s, the company     expanded into the paper crafting and     scrapbooking fields...In June 2012,     Acme United Corporation bought the     ruler, lettering and drafting portions of     C-Thru Ruler. The scrap booking part     of the business, continues to be     managed by the Zachs family under     the Little Yellow Bicycle Inc. name."Given this information alone, it would appear that Westcott is unrelated to C-Thru, and that this ruler is manufactured by C-Thru; since 2012, Acme United has been doing the manufacturing by proxy. If what you meant by "genuine C-Thru" is a ruler manufactured by the C-Thru Ruler Company, under the original ownership of the Zachs family, and that is the ruler you desire, you will need to look for one produced prior to June 2012. I would assume that you would have the most luck finding one that is used, or "pre-owned."

Are the lines still between plastic to protect from wear, or now just painted on one side to save cost after moving production to china?

The lines are protected and this is a great ruler. I am an artist and I use it for all of my projects.

Can you use this ruler to do dot to dot pictures?

Yes. It's a ruler. You don't need anything special other than something with a straight edge to connect the dots.
