No you need Graftobians Pro Adhesive.....but the latex is good for blending the edges into your skin so you can hide any seems.

Does it work to put under nail color and then just pull it and all comes off when ready to remove

I have not tried that, the latex comes off very easily & I would think that it would peel off the polish easily. My opinion

How elastic is it once dry? I would not use it for makup but for a science experiment, building small liquid-filed bladers. Thanks.

It's pretty elastic, but it would have to be put on heavily. If it's to thin it will roll up.

Does this have ammonia in it?

All liquid latex contains ammonia to keep it from spoiling and to manage the pH of the product. So yes, it has ammonia in it.
