Will this work on checks for the account number and routing number?

In theory it's supposed to but it won't cover the information completely. If you angle the check, you'll be able to read the numbers. I have to cross the Information with a pen first then use the marker.

will this cover written material in blue or black ink? so that it can not be read?

Application of a special ink in these pens that can cover hard to hide colored text. Allows you to conceal areas.

Does this leak through paper like a permanent marker does?

I've had some situations where I had to go over the same area 2-3 times to get the coverage and redaction I desired. While a permanent marker would have probably resulted in the paper being torn through from over-saturation of ink, it did not bleed through to the back side with this pen.
