what is the difference between this product, Stable 22275 360 and Stable 22284 360? 22284 has less product and costs more.

Good question. If you go to the manufactures site, goldeagle dot com, you won't find the 22284 product, just the 22264 product.

Can be this used in 2004 Lexus ES330, general gas not ethanol fuel.

Uh.. general gas for vehicle has ethanol. Only fuel you find without ethanol is on some boat gas station for boats and maybe some race track gas station. I doubt you are in either category. So yea, your fuel has ethanol and this will helps it if you don't drive it often. If you drive it and gas gets depleted in a week, then this doesnt do much. You maybe just want some fuel cleaner like the Chevron Bottle to keep your fuel injectors clean instead.

Can this be used in the gas for a Mercury 90 outboard motor ?

Absolutely. It can be used on any gasoline engine. It works on non-ethanol and 2-cycle fuel as well.
