Q: Is the 35% indicated the actual vlt percentage? my state has a 25% law and my windows are 75%.

You should be able to pick. The item should have different product selections that signify the varying tint %. Also, don't get this tint, it's hazy and very difficult to shrink. Good luck.

Q: If I use this on an rv at night can people see in when the lights are on inside?

I setup this 35% film on front window and side & rear window are 20% L company film. When I turn off the light inside I thought no one can see me. But I turn on the inside light, can see silhouette by side and rear windows, and can see inside well in night.

Q: Is this tint window defrost safe?

Yes. I've had mine on for about a year now with zero issues
