What is the difference between this unit and the Cutech 6" jointer? Looks exactly the same.

According to the description, the Cutech has a spiral cutting blade and the Rikon has a helical cutting blade. Both types of blade use small square cutting elements across the blade to cut. The elements on a spiral cutting blade are orient parallel to the direction of the cut and the elements on a helical blade are oriented at an angle to the direction of the cut. The helical style blade is considered an upgrade from the spiral blade.

I am not sure about it being steel. Most tables like this are cast iron. I can say it is flat and durable. I am pleased with the jointer's performance after owning it for about a year.

What is the size of the replacement cutters and where can you get them

Rikon sells them for $80 or Carbide for $100. We haven’t had to replace them yet.
