Q: Is the torque driver range variable? or is the torque range preset at 15, 25, 35 etc.? can we set the torque value between 25 and 35 for 30?

You don't actually set anything. There is a main hash-mark that is set to zero. As you apply force, the hash-mark will move along the bottom. When it lines up with the value hash-mark (i.e. 25 inch-lbs) that is how much torque you are applying at that point in time. But if you keep moving it, you will apply more torque. If you went halfway between the 25 and 35 hash-mark, you will essentially be applying 30 inch lbs.

Q: Are there no audiable clicks ?

No clicks or tactile feel as the torque increases. You have watch it closely.

Q: What is the purpose of the black cylinder on the body handle? Is it supposed to rotate freely?

You are correct. The T-handle's shaft rotates freely inside that cylinder.
