no, this comes with a small inflating straw to be inserted in one end. After blowing it up, you remove the straw and the opening seals itself.

It is made of something like mylar (like helium balloons). It's very light but very durable, and lots of fun.

Can you use an electric air pump to inflate it?

They come with straws to inflate them. It was super easy my kids were able to do it. If you use an electric air pump they might pop.
