How does this come packaged ? Is there a plastic holder or something to keep bits in ?

Mine just came today and there are two plastic holders that hold ten bits in each one so you can keep them organized. These two holders come in a basic clear plastic box, my plastic box was busted but the holders and bits were ok. This seems to be worth the money and well made. Going to order the star torque bits next!

Can these hex bits be used with a socket wrench or a drill?

They are drill bits. They work well with a screwdriver with a hex adapter.

Is it compatible with black and decker?

It is compatible with any 1/4" drill, including B&D.

Will the 1/8" allen bit reach through a 1/4" hole to a depth of 3/4"? A 1/4" shank is 5/16" edge to edge. Will the bit reach 3/4" through a 1/4 hole

Get extra long allen bit and should solver your problem or use a extra long allen wrench without a bit attachment,
