What are the voltage ratings?

The voltage ratings are in the description near the bottom- most are 50V, but the larger values are as low as 6.3V for the 10uF

Are the strips labeled and legible?

Labeled by hand with a pen, I had no trouble reading the values.

How do you use the strips? I do not understand how this book is used or its purpose. Thanks for educating a newbie.

The strip is paper with a plastic film on one side that you peel away, releasing the tiny surface mount component. You would then solder it onto a board using appropriate tools and technique.
