Can I use this near my head? Specifically my jaw?

Yes, I often used it on my patients jaws or on top of their heads. Just be sure to keep it away from the eyes - even closed.

can it be applied on the spine?

Yes. But, I used on my thumb. Probably not the best option for spine. You’d Ned one that is flat and easier to use in that area.
