is this clock non ticking?

It is totally silent. Hold it next to your ear, and you cannot hear a thing. But the alarm is a bright and loud chirp-like sound which is sure to wake you. I have had mine for about 25 years and I just love it. Folded it is about 1/4 inch thick. There is no other travel alarm clock that is so compact as this one. It will fit into your shirt pocket and no one will even notice it. Buy it, if you can find it. And if you do, please tell me where, as I would like to buy a few as they will make great gifts.

On my Seiko travel clock, there are3 round buttons on the back. How do I set the hour and minute hands?

Hi, Put clock face down, looking at the back, the top Left button is the ALARM SET: Push in with finger, move it clockwise to desired time. The larger middle button does nothing. Below that button is the HAND SET: Push and turn clockwise to desired time. To activate the alarm, MOVE THE VERY TOP SLIDE BUTTON RT FOR ON LEFT FOR OFF. MAY NEED A FLASHLIGHT! Best of luck!

Sad to say, the Seiko like all else nowadays is made in CHINA. It is mostly plastic and probably a knock-off imitation.
