I require flexible high voltage cables for lechtenberg fractal burning. would this cable be sufficient to carry 15kv 2.5ma ? thank you.

I take it you're using a microwave transformer? This will hold the current and give good high voltage insulation. Just watch yourself that an arc doesn't jump from the uninsulated ends to your ends. Those transformers will kill you in a heartbeat.

would this be ok for a 1000w inverter?

16 Gauge wire is rated at 10 Amps so if you are running on 12v this would be 1000w/12v = 83.3 Amps. So you would be needing a cable capable of handling at least 100 Amps. This would be a 6 or 7 gauge cable ....lower the gauge the thicker the wire.

So if i require a 58m length of twin cable, you are saying a 60m reel will not be long enough?? then it's a 30m reel of twin cable! - de.

You have assumed correctly What you will receive is 30 m of red and 30 of black joined together I think it is called ‘Read the fine print ‘ and am not sure this method of describing the product complies with Amazon principles

Is this suitable as connection between motorcycle battery and starter.

That would depend on the current you're planning to draw and what length of cable you need for the connection. I've not got my voltage drop charts to hand but guesstimating16AWG at 12v should be good for up to 12-15A over a length of 1.5m (assuming you need the entire length) and depending on acceptable voltage drop.

Fine, using the cable to fit a second leisure battery to motorhome, just need the battery clamps to arrive and I will be away. Car battery cable seemed to heavy/stiff forthis job.
