Does this come unsealed? I ordered it and there was no plastic seal.

Yes definitely has a seal around the gel eyeliner. I’m glad it had the seal around most of the pencil . I recommend I love it! Thank you

Does it need to be sharpened

It comes sharpened, but you will need a sharpener to resharpen as you wear
