Can this be stuck to wall with ultra strong tape.

I don't think there is enough surface area on the back for it to get a firm hold and over a period of time it will fail.

Can this holder be used outdoors?

I have one on our terrace, I should have painted it with hammerite when new but we are in Portugal and it gets to over 4oc so it has a hard time.its very sturdy. A quick spray of hammerite is the answer. i have done it now
