They are very tacky, but I don't think they "dry" at all. Because of how they are inserted, the air pressure keeps them jammed in the hole. You're essentially putting a loop into the tire which is too big to work its way back out. But as other people said: plug, pump, and go. **Q: Do these plugs require vulcanizing glue to form a seal with the tire?** A: I have a terrible habit of plugging tires for random people on the side of the road, so I've done it once or twice. I've seen these things last 10,000 miles, but in all honesty that's not what they are for. Just as with my tires and the recommendation for anyone I help: either replace the tire asap, or have the plug removed and replaced with a proper inside-the-tire vulcanized patch. And as always, if you're keeping the tire with the patch or the plug: have it rebalanced after. **Q: What are the tools made out of? Steel?** A: All of the tools are metal and look and feel more than strong enough to do the job. This is NOT your typical Chinese quality tool kit **Q: Where is this kit made?
