No tools needed for the shelf part, it's all tap together with a mallet. * The bins slide in and out smooth and they lock at an angle so you can flip them down to grab stuff without pulling the whole bin out. I guess you mean the ledge at rear of shelf well it would go up to prevent bins from falling off back. And the shelf should only properly go one way, because holes are tapered to lock in.
