Hand-painted makes it sound ceramic but that doesn't sound like a toy for a 3-year old.** A: Its a hard plastic and yes it's hand painted for detail. That being said it's more a collectors item. There are point ends and thou the minimum age for this toy is 3, I wouldn't give it to a child **Q: is the paint water proof** A: I contacted the manufacturer & the said that use in water is fine but it is not recommended to be constantly stored in water. So if your intent is bath tub play you will be fine. However if your intent is to submerge it as a fish tank decoration this will eventualy destroy the HYDRA and possibley poison your fish. I hope this helps. **Q: How tall is it?** A: It's about 4" to 4-1/2" tall and about 7-1/2" to 8" wide. My grandson loves playing with his. **Q: does it look real** A: Most definitely they look real. The details are truly amazing.
