**Q: Will this remove an oil seal with the shaft in place**
A: I don't think so as thisodel hooks under the seal to lever it off.
Check out some steel picks which may be better for your purpose.

**Q: Will it remove an oil seal with the axle in place**
A: Doubt it.. It is designed to grab the seal from the inside of the hole. Although you maybe able to pierce the seal with the point and prise it out. Best do it properly though, remove the casing and put it on the bench.

This is suitable for safe removal of oil and grease seals found in automotive drives and transmissions without damage to seal or surrounding casting.  Unfortunately we do not have a specific application guide.
