The top pan holds a bit more than one quart. When I poured in a quart of water, there was about an inch of space to the top. However, when filling the bottom pot, is did not hold quite two quarts. I had about 1/2 cup of water left over. This is not an issue for me as I wanted a double boiler and do not use the pots singly. The lid fits on both pots snugly. I have used this pot for making fudge, melting chocolate, and frosting, and I am completely happy with it. I am not sure the bottom of either pot is heavy enough to cook things other than liquids. I use double & triple clads for heavier foods.
