The elastic is firm enough to hold in place against winds, but not to strong so as to not be able to wrap around the buggy firmly. Easy to get off but hubby requires a little assistance to re-cover, but so much easier than other covers tried. Definitely waterproof as we've had several huge down pours since receiving and it has provided 100% effectiveness. Well worth the money for peace of mind.
