The wires on the decoder are very small, obviously (smaller in diameter than a number 2 pencil lead), so some skill is needed to strip the wires of the insulation, tinning the wires, and finally making the necessary connections. But whoever sodderd the wires did a bad job, 3 wires came off the decoder. I mean that's what you get for $30, but still if I didn't know how to sodder, I'd be screwed. All in all, if you get lucky with one that got assembled properly, that's great. But I would recommend having a soddering kit ready just in case.
