It does have the floating rubber things. I would guess yes. My tow behind tubing rope have the same things and they float. **Q: I don't know if I should get the 4ft or 5ft bungee. I normally only tie-up in a boatslip but am unsure if one is better in length than the other.** A: We only use ours to tie up to boatslip cleats as well. We ordered two 4 ft bungees and it works fine. They stretch quite a bit. **Q: Good for river docking and rise of water?** A: Yes. I use four of these in my slip for a 35' express cruiser due to the rise and fall of the tides. I have had no issues over the last few years that i have used them. I use one static one and one bungee and it holds the boat well. ### ⭐⭐⭐⭐⭐ Great Ropes, Super easy to use and have lasted! *by L***P on July 7, 2015* I just ordered 2 more. I have been using the same two for my two Seadoo's for 3 years now. They are both in great working order. I have placed a stainless steal spring snap hook on one end. Then depending on how I need to tie up, I will either hook to the front of the Seadoo with the snap hook and loop the other end to the dock or the boat. Or, if I can not get to the front I will loop one end around the mirror and the other to the dock or boat, this is great if you have someone holding the Seadoo away from the dock while parking the truck after launching. You can also hook these onto the read tow hook or to the step up bar off the back. They are so versatile and easy to use that my 6 year old nephew was able to easily tie up the Seadoo this past 4th of July weekend. The elasticity seams to be just right. In rough water it keeps it snug to the dock but not so tight you have to worry.
