This was a purchase for a budget-limited White-Elephant holiday party at work. I assumed that the hand was pose-able and that some clever-individual had just posed it with The Bird, but one fo those hang-downs is actually a rubber air-bubble that is connected by a hose to the hand at the top of the hat. Squeeze to give a California-Howdy. The other fingers+thumb are sewn to the cap.

Fast delivery. Had this hat but it broke so I ordered new one. I am disappointed because one of the fingers (the most important one) is slightly raised so it gives away the gag.
