Q: Can the two arm guides be moved separately to different widths at the same time? Or are they connected so they have to move together?

They move in unison - you move one and the other one moves. It will allow for several different widths of paper. It goes as small as an envelope to approximately the width of an 8x 14 if turned sideways - as well as regular width of 8 x 11 or 8x 14

Q: Are the paper guides removable? I need to punch large size paper, so I need them to be removable.

no, I do not think they are removable. I am looking at it right now and do not see a way to do that.
