Q: Can I use it for painting a concreat patio?

I would not use it on concrete, they are paint made to adhere to concrete that would be better. ZRC paint is designed for corrosion protection for steel.

Q: what is the drying time befor i can put my lift back in the water

After the 2nd coat wait 72 hours. I would use 3 coats on parts immersed in water.
