Where do I get the replacement filters to fit this??

There is no filter in it except for a piece of sponge and on the bottom you can pop it open and place new charcoal in it.

is there a replacement impellar available? mine is rattling noisy despite frequent cleanings

Mine made noise too and I opened the motor and cleaned the little propeller (is that the impellar?) As soon as I cleaned everything well the noise stopped. It that doesn't work, I would just buy a new filter. They are not that much. If you want to buy a new filter, there are cheaper ones out there but they either didn't fit or were cheap and broke. By the same Hygger as you have.

Is it fully submersible?

Yes it is but I keep the spray bar just slightly above the water
