Intel is not upto the mark yet go with AMD
now if u see these are high price processors and so I'm making an educated guess that the pc u are building is very good now ur monitor will obviously be 1440p or 4k now these resolutions are more GPU dependent than CPU now with the 3900x or 3900 ud need a goodish cooler not a ginormous one as the 10900k as its a nuclear heat generator basically, so ull save money on the cooler (get a decent one and not an extravagant one) now if u doo more than gaming u have and i mean HAVE to buy the ryzen then spend money on the fast ram (or more RAM) and a better GPU as again if u are gaming trust me to focus on the graphics card not the cpu and if u are video editing get the r3900 or the r5900 these will smoke the intel version so do not buy this at least for now if it goes below or equal to 30k then maybe but untill then buy the new ryxens as its wayyyyy better

Not as mentioned.. not up to the mark
i9 10th gen is Not worth go for i9 9900k or AMD. OC speed is mentioned 5.3 GHz and auto unlocked but its not up to the mark. You can check in attached screenshot. The screenshot is taken while rendering in maya. It just got till 4.77 GHz. I have i9 9900k, it goes till 5ghz completely as mentioned.
