Q: does it come with the cutter?

How do you attach the cutter? I tried and could not do it. The directions were obscure.

Q: I placed an order on jan. 17th for this plastic wrap and i never received it, i have enailed 12 times and havenet got a response. Where is my refund?

Whenever there is any issue with an Amazon order, all you have to do is go to help and have them give you a call. They always give top notch customer service.
