Can I use this to make mineral makeup? thanks

Yes this product is used in blends for mineral makeup. It would act as a lightener to other colors, a whitener if high enough concentration and also a sunscreen.

It is said this is nan-nano. What is the particle size? Thank you

The crystal size is approximately 170 nm

Should this be dispersed in oil or water?

Pure Organic Ingredients' Titanium Dioxide can be dispersed in water and oil, but it is easier to disperse in oil.

Should I wear a mask when using this product for make up? I heard it's harmful for our lungs!

Almost every powder if airborne will irritate your lungs, and Titanium Dixode is not different in that regard. So while mixing large quantities (which will cause more to go airborne) wearing a mask to filter your air would be ideal. (we use N95 rated when mixing powder chemicals)
