can i use this for a folding mountain bike , specifically the wallke x3 pro folding fat tire emtb?

This is Dot Brake Fluid. The bike model doesn't make a difference, it all depends on the brake system.

I opened one of these last year to bleed my brakes. Will it have absobed moisture despite the cap? Can i use it again?

A good way to store opened plastic containers of brake fluid is to quish it after opening until the fluid is almost spilling out (thus pushing out the air) and then screw the lid on. Place in a squished zip lock for further air extraction. I don't understand why they can't manufacture the bottles with this in mind. I'd pay the same for less or more for the same size in such a container!
