Is this hook meant to spin in its handle? Also, the metal slips out of the handle, is this attempted design?

It's not supposed to spin which can be very annoying. However, this can be fixed by pulling out the metal hook, filling the grip with super glue (I suggest gel), and then inserting the hook back in and let dry. It's works PERFECT now!

Yes, it is a soft handle. I bought two and both have broke.
