Q: Is it possible to leave shoe sectioning out of install so a custom basket could be used instead if a person wanted?

Yes, the pieces slide and "lock" into one another, but you could leave them out entirely. They are the last piece to go in!

Q: Can you install the hooks anywhere inside the cabinet?

No. There is a board that runs across the back for stability because the back is a thin press board.

Q: Does it come already assembled?

No! You have to build it, but it comes with all requisite assembly tools.

Q: Does this have a anti topple device to install to avoid tipping?

Yes it comes with wall mount hardware which I would recommend if you have kids. It is hard to topple (my 5 year old climbed it once before or was secured) but a good push in the right way and it could fall and it is really heavy
