Is there a black & white bulk bundle from oracle in htv? (not permanent)

HTV is considered permanent. Are you referring to vinyl or Heat Transfer Vinyl?

If I put this on a mug, is it dishwasher safe? Or will the decal come off?

it’s dishwasher safe however I always hand wash my cups with vinyl on them to make them last longer than if I used the dishwasher.
