Yes, the operator comes through very clearly. She'll know that she's answering a device and can see your gps location., although not quite pin point but close.

Q: Would a small dog be able to reliably press the sos button to call for help if i was incapacitated and the device was available to her?

If you were able to train your dog to do so, a friend of mind has different product and has a toy poodle for his diabetic condition and is trained to step on a similar button

Q: Can you address the recently posted info that these devices can be hacked by sending SMS messages?

The devices are secure in multiple ways. 1. They do not have sim cards so no one can call them. 2. They can only be programmed with a usb cord and you need a password to do that.
