I held that button until the blinking tiny"3" flashed faster. . fast-flash is "Discoverable" mode, for pairing. (There is only rubber supports on the underside). On your screen, pairing is the same steps as a music speaker.

Q: Can the scoll wheel scroll the page left and right?

The scroll wheal does not move the page horizontally. There are a couple of programmable buttons that may do that. I hold the index finger button and use my thumb on the roller ball to move text left or right.
