Can you fit a.16ft measuring.tape on the small.back pouch?

I would think that you could. I actually hang a Galaxy S6 on the side which has a 1" clip and the Phone is almost 3-1/2" wide. Hope this helps.

No, there is no hammer loop. You can see the chained pigtail that is typically meant for a roll of electrical tape or other. This is a smaller bag that is typically used by electricians, linemen or equipment servicers and has 3 leather pockets for scissors and a long nose plier or pocket knife, a screwdriver (front inside the pocket). There are also all leather versions of this type of tool bag commonly available. This one is a little less stiff as those are. It fits up to a 2-1/4 inch belt (fixed pass through loop).
