Is this big enough for a helmet?

Yes, Depending on size and model of helmet. I have a Bell MX3 adventure helmet, size medium, and it actually barely fits.

Anyone else have the problem of the incorrect item being shipped (smaller bag when ordering the larger bag)?

I have all three sizes, I ordered them at different times and came as they should.

If L is length, 14 inches, but that is at the center longest part. Its 12inches wide at the widest part.
