Can this cut smaller coax, like RG-8X? (HAM here, and the previous pair i bought is apparently for *gigantic* coax i've never seen.)

No there for up to 1in coax cable like cts 625, 700, 750, 875... and so on

Are these big enough to cut 4/0 wire?

Yes they are the best one I ever used splicing cable for Comcast and coax that I ever came a contact with was 0.85 of an inch So it's more than what I've seen in some of the stuff I just read about recommended size but it cut that stuff and if you're just doing it once or one weekend buy them at Harbor Freight Hope it helps I'm trying to attach the size chart that I looked at because it turns out it was from Amazon and that's kind of funny Good luck brother

Will these cut 400 UF coax cleanly (and properly)?

I use these cutters to cut 625 cable, without issue. Also have used these on TX15/flex feeder. I don't see any reason this would not cut 400 cleanly

Would they cut bx cable ? like 12/2 bx

I would not use these to cut armored cable or even plain 12/2. These are designed to cut mainline coax communication cable which is mainly dielectric and aluminum with only a small amount of copper.
