No spring tension? After replacing, there's no spring tension, i.e. doesn't automatically latch on closed when pushed down, have to push back manually

When you first install it, you need to tension the spring. If it's installed correctly with the armrest access cover uninstalled, the latch should be held against the bottom of the armrest when you insert the pin the holds the latch and spring in place. Then you need to pull the latch forward and install the armrest access cover which will hold the latch in place with tension.

Does this come with a hex wrench?

Only the latch and spring. No wrench.

Does this fit a honda civic 2006 ex?

We purchased this for our 2007 Civic EX, and it fit perfectly. Follow the installation directions. If the spring is not in the correct position, it will not work. The description indicates that it will fit a 2006, and by looking at photos of the interior of the model year, it looks the same. But...? It's worth the $10.xx to try, and avoid the cost of taking it to a shop.
