Does this have a handle?

No handle on this small one. Its 17.4" x 6.5" x 2.9" and they do stack with each other. When you get into the bigger ones in this brand/series/style, they do have handles. Hope this helps. -Roy B.

Can two of these be coupled together to lock and stack on top of a larger one?

I think they will lock onto a bigger one but not sure if 2 small ones will lock side by side.
