Q: Can the cloth be raised to sit on a skirting board rather than on the floor under the subject? Or will I need a fancy peg construction?

Without the stands you can rase to whatever hight you'd like, but I would say get the pegs unless you have a perfect background already but don't forget you can just import any drop from a most video editors

Q: What size is this rolled / folded?

It folds up and is flat and around 18 inches by 12 inches when folded. I hope this helps.

Q: How thick is this, could it be used outside or would it be too thin and let too much light through?

It is really lightweight. Even folded in half you could see light through. If you have a good frame to clip it to you should be ok. I would recommend

Q: I am using function hall and not allowed to hang on walls due to paint work.

I’ve used mine with a frame rig ! You maybe able to clamp on a curtain pole or door etc ! The product is dense but would not block light out completely in front of a window ! Cheap enough to buy two. 👍
