Q: Hi, Is it strong enough to remove 3 inch - 80mm screws

I wouldn’t recommend it for that on a regular basis as the handle isn’t that ergonomic for heavier screws. I would go with a torque controlled driver they have on battery drills

No it hasn't. It is a nice bit of kit though, although I actually returned mine as I didn't get on with the positioning of the trigger.

Q: Is this likely to be powerful enough to remove stuck, rusted screws?

If the screw is so firmly stick a strong person couldn’t unstick it, no.
